Rotterdam is hard to read from street level because it was rebuilt in pieces, and the tower fixes that in about an hour: the port stretches west, the bridges line up south, and the postwar grid resolves into a plan. The Euroscoop capsule spirals further up the mast and is worth the surcharge on a clear day and worth nothing on a grey one, so buy that part when you arrive rather than in advance.
